I disagree with the poster a few above me.I would not consider North County to be safe.
The cheapest apartments in South County, which I consider to be safe are Oakbrook Gardens and The Vineyards.

If you are looking for the couty I would suggest Hazelwood.
Nice area plenty of Grocery stores, fast food, drug stores, resturants ect....Florissant which is next to Hazelwood also has good pricing. Here are a few other apartment complex names ( sorry I do not have the websites but I am sure you can find them)

There is a place called Knollwood Apartments located on McDonnel Blvd in Hazelwood. Good location near located on 270 but near 70, 170, 370, and Page Extention you can be downtown in 15 mins and in St. Charles in about 15.
If you want to go to St. Charles I would say look by Lindenwood University, There are a lot of apartments and they are pretty cheap since the university is there. I don't know your age so living by college students could be a good or a bad thing. Times Center Apartments are located off of Fith Street right by the brige they use to have okay prices. I lived there wasn't bad. Nice pool. The thing with downtown St. Charles is a lot of the apartments are private not owned by corps so you need to get the for rent section of the Post or check out the local for rent magazine.
Maryland Heights is also a good place to look there are several apartments located off of Dorset Road again close to highways and there is stuff around todo.

Don't listen to the north county talk. South county and south st. louis city west of hampton are good spots.

haha clayton is noticeably lots the squarest and ritzy place to stay or stay, and on the factor of the city. I stay interior the city, it has it rather is aspects, at the same time with east and north. I stay interior the mandatory west end that's noticeably lots secure and sq., yet purely 3 blocks from me could be an extremely frightening place for somebody to ask your self into. St Louis is an extremely segergated city, whcih makes me unhappy. Brentwood is in fact Clayton. East and North st louis scares the bejesus out of me.

I think its rentnow.com. They have apartment listings for the entire are. Its a sister site to realtor.com. Its pretty thorough. They give you floor plans, prices, and amenities.
