With this, I mean any election in the world be it general, local, presidential or even European.

There was one ward in Newcastle in the 2000 local elections where the turnout was just over 10 per cent. It hasn't got much better since then.

Do you mean as a percentage of eligible voters, or actual number of voters. I read about a local special election a year or two back that had only 1 eligible voter. He voted just after the polls opened, and the board of elections spent all day trying to find legal grounds to close the polls early. Of course, as a percentage, that was a record high turnout.

The lowest percentage I found was 15% in the 2006 primaries. I'm not sure what portion of the US that figure covers.

Since the population has increased over time I would have to say 1976 when the choice was President Ford who pardoned Nixon and the peanut farmer from Georgia Jimmy Carter.
I'm a fan of both but I would assume a low turnout because of the happenings in that era.

Tuesday's provincial election in Nova Scotia set a new record for the lowest voter turnout, with just 61.65 per cent of registered voters turning up to cast ballots.

Of 658,055 people who were eligible to vote, only 405,716 actually did, according to Elections Nova Scotia.

I don't know the answer to this..................yet? What I can say with some certainty is that the next one WILL have the lowest turnout.................watch this space!
