Moment is by definition is the rotating effect aboout a point.

When the value of the moment is zero there is no rotatation about that point.

Whether there are one povot or too many pivots, it is not a matter.

Similarly there are infinite points in a system

We find the moment about any point and determine whether the force produce rotation or not about that point.
