My guess it's an optical mouse on a mouse mat - change the mat. Either that or someone is playing a prank on you.

does your mouse use a light or a ball? if its a light then the surface it is on probably doens't give it a good point of reference. try a mouse pad.

if your mouse is laser type -not ball type- then try to put black mouse pad under it.
