Yes. The BBC uses a lot of actors and actresses with disabilities. This is especially true of CBBC, think of shows like Balamory and the like. The BBC tries to make kids aware of people with disabilities and I think this is really good of them. It is nice that they choose talented people who have disabilities so that kids know that being blind or in a wheel chair is not really so bad.

Yes he is. He is played by a blind stand up comedian, Chris McCausland, who lost most of his sight in his early 20's.
