It all depends if you are looking at both at a state level. There are state congressmen but there are also federal congressmen. Governors are only at the state level. In Texas, the governor's office is not as powerful as the state congress, since it is the body of state government that legislates and the best a governor can do is dictate an executive order which is more difficult to get passed.

That depends on what you consider as higher. A congressman is closer in line to the presidency if something happened. The speaker of the house is third in line. They also have more power in national issues.

A governor on the other hand is pretty much the top dog in the state they are in. The have more power in a state then a congressman from the state does. You could consider a governor the president of the state while a congressman has no real power in the state they represent.

Another factor is the state we are talking about. Let’s be real here and admit that some states are bigger and/or more powerful then other states. The governor of Oregon is not going to be entering into national politics any time soon. We could all expect the governor of California to run if he was only born I the U.S.

This rule is not always true. Today the governor of New Mexico, not really considered a political powerhouse state, is running for president and may even have something of an outside shot.

In the end the answer to your question comes down to the person we are asking about. Politics is all about a cult of personality and the more personality you have the more power you can acquire. I am not a Bill Clinton fan, but I do have to give him credit for he ability to influence an electorate. He had an amazing personality and it was more then enough to get him elected and reelected.

Governor is a statewide elected office and is therefore higher than a Congressman who is only elected in his/her own district.

.one is state and one is federal...Gov is the highest state office you can hold but congressman is a federal elected office...you cant compare them
