This is easy, there is some really fantastic ideas, You can use1/2 cup White Vinegar to your rinse water for a normal load, bigger loads require more, you can adjust to your liking once you have found the softness you prefer your laundry will come up sparkling clean and very soft it will also remove the detergent residue that makes fabrics hard and scratchy in the first place you can use vinegar for every wash if you prefer but most times once the residue is removed they will stay softer. Or you can use just a dollop of Hair Condition on a washcloth in your dryer, you do this by squeezing out a dollop of the conditoner onto the washcloth from which you have folded in half either direction it does not matter, then once you have put the conditioner on the cloth fold the washcloth over the conditioner, then throw the cloth into the dryer works like a dryer sheet but everything comes up very soft, but use a delicate setting on your dryer please with all loads never high heat this will cause your fabrics to get hard and not fluffy and soft, this hint I have given you is really good and works everytime. I had this problem forever, til I ran out of fabric softener.
Don't use fabric softener, or sheets to towels, it makes the towels repel water, you want to dry your towels with no softener and a tennis shoe or one of the new spikey rubber balls they sell on tv or at the drugstores.
disclaimer: be careful of what type shoe/ball you use as some can burn or melt.
This really works great the towels are more absorbant and very fluffy.

Depends on the quality of cotton - some cotton is thick and soft (towels) thats why there more expensive.
Moreover use Comfort softening stuff u put when washing -- sold with the detergent section at markets

Try the dryer sheets (popular brand: Bounce) available near detergents at your store.
(Should be obvious: they are used in the dryer. Just put one sheet in the dryer with the load of wash.)
The liquid fabric softeners used in washing machines may not work as well depending on the pH of your local water supply or chemicals used to treat the water.

It may be your towels...if they are a close nap and rather flat, then they won't get soft and fluffy not matter what you use....go buy a few fluffy terry towels.....
