And the most newcomer billionaires this year are from Russia, second was India. I would say both are still developing countries, so what has caused their fortunes?

Liberty, capitalism, entrepreneurship, and willingness to do the hard work required.

Most Likely Because Everything Over There Is Cheap..... Also When You Earn Money Over There You Earn Big Pay Checks Becuase They Work Hard Labor For Many Many Weeks/Months Or Even Years
