You can plug a 2nd mouse if your mouse has a USB which you can plug it to the usb port port, While the other one is connected to the mouse port.
You can also use 2 usb mouse which you can connect to 2 usb port.

Just bought a "Y" cable for $14.00 (including shipping). Converts keyboard and mouse from PS2 to USB.

If you have the open USB ports and the mouse is USB then it will work. If your mouse is PS/2 then you can only have one.

Just plug it if an open-port exists; I think it is possible for Windows to have both PS/2 and USB seemlessly just like Linux can; but both USB mice is no problem at all.
