LOL!!! It doesn't. Hair that's been growing for 9 hours is very much the same looking as hair that's been growing for 10 hours.
If the clocks had been set five or six hours forward instead of just a measly one, then you'd see the difference.

It will take several months for the hair to catch up with the change. By the time it does, it will be time to set the clock back again.
You may need to take it to a shrink to help it adjust psychologically to these changes.
