i currently run the 40 in 5.2 secs and want to know how i could get it down to around 4.7

There is an old, and very true, saying that you can't coach speed. You either have it or you don't. Now with weight training, diet, and drills you could maybe slightly improve that 40 time (maybe knock .1 or .2 tenths off). But do not expect to go from a 5.2 to a 4.7, won't happen.

Depending on your age, you can improve your speed, however, as you age, the amount you can improve diminishes. A couple of techniques used are running in sand, running steps, and running hills. Also, stretching is a very important part and often overlooked. You must be careful in weight training, as it can actually slow you down if not done properly (and I don't mean lifting technique but doing the right exercises).

I used to run a 5.3, but now i run a 5.01, and that was last year, i havent checked since then.

I suggest jogging, it works better than you think it does, and yes, a sport parachute is GREAT to use.

And yes, lifting, will make you faster. Things like deadlifts (oohhhh i hate them so much but theyre sooo goooddd....)
and squats and things like that will increase your leg strength, making you faster. And also, when you are runnign your 40, just push your legs to go faster, until they cant go any faster.

"You cant teach speed" Get in the weight room strength them legs. Keep running, run against people who are faster than you. Slim down if you weigh too much. Some people never can run fast sorry if that might be you.

I would say just basic conditioning and work out them legs. squats, leg extensions and leg curls, i ran a 4.9 6 months ago and just using this technique now i run a 4.5, but I'm 22 years old, 6'3 and 200 lbs, if your 30 years old and weigh 250 dont get your hopes up
