He was a disabled man (I can't remember maybe MS?) who was on Blue Peter back in the 70's to raise awareness of his condition. Unfortunately kids in playgrounds everywhere started using his name as a taunt to tease each other, sometimes mimicking him too. You won't hear it much now (thank god) - sometimes it was shortened to being 'a joey' too.
