voting should be a privilege for every american who is:
a citizen
not imprisoned
not a known member of a terrorist group

No it shouldnt

If the right to vote is limited to taxpayers you disenfrachise the largest low income block. This reinforces the concept of an aristoracy and consequently, democracy is undermined.

Remember that a large percentage of single mothers pay no taxes so they wouldnt be allowed to vote. Right to suffrage should be extended, not restricted.

Absolutely not!!! As long as you are an american citizen who is registered and are at least eighteen years old, and not a felon heck yes you ought to be able to vote! Voting should be inclusive, not exclusive.
