During his many years in office, he had state troopers and then perhaps some secret service pimping for him. Recall his meeting with Paula Jones where a trooper asked her if she wanted to leave the conference area of the hotel and go upstairs to "meet" the governor. The trooper then escorted Jones to Bill's hotel room.
Bill Clinton also undoubtedly had loyal administrative staff who helped hide his affairs from his family. I think Hillary didn't know about a lot of it. And since when does a guy have to have a gay wife in order to cheat?
In short, Bill had other women because he could, and that's how he explained it in his autobiography.

In vernacular terms, good ol' Slick Willy is called a "Head Hunter..." what a rascal...! Cons were upset that the one giving Slick Willy a knob-polishing was a woman... some of the Cons prefer the knob-polishers to be of the same gender, and the rest were just jealous of Monica (they would have swallowed).
