it means that it doesn't make sense to ME.
It may also mean, that the question makes
no sense to anybody. It may also mean that
I don't have the sense God gave a tree frog.

No. Language is not perfect. Everyone doesn't think the same way (not yet, anyhow). Communication can be confused for one reason or another.

The question might indeed make no sense, but not simply because someone doen't understand it. Just check out Yahoo Answers.
