i would like the person to click on an online application form and fill it
in, which would then be emailed/sent to me. also, they could print an
application in pdf format.

Actually if they fill it out online you need the webserver to print it to pdf and email it to you. Not everyone has PDF writting software on their machines. Adobe gives the reader away but charges for the ability to write those files. There are free pdf writters but again not eveyone has one on their local machine. So it will be much easier to have them fill out the form, process the form on the server, have the server write it out in pdf form and mail it to you. That way your users can all do what you want.
You will have to do either php, cgi, or other form of processing on your server.
