It's caused because the sun heats the planet differently, and over vast areas. As a place warms up, the air expands, causing a pressure change. Wind is simple high pressure air moving towards a low pressure region to balance things out. The boundaries are not normally so definite that you could notice the effect you described.

wind is caused by heated air and cooled air. Heat rises and cool air doesn't. the ocean causes cool air to form and the sun heats the air so they collide and cause wind to form along with gravitation from the earth spinning,

just a guess , when cold air meets hot hot air that produces winds ,thus also producing storm ,hurricane and others
