No, they are not fair. People only vote on movies they have seen. Therefore, a half decent movie from recently has more voters than a great movie from 20 years ago. It gets more positive votes, and thus a higher rating, despite the fact that it is not a better movie. That's why you see a crappy movie like 300 on pace to be in the top 100 of all time.

Yes, I think they are fair. It is all a matter of opinion. If a movie has a low rating, that doesn't necessarily mean that YOU won't like it. It just means the majority of people who rated it did not like it. For example, not many people share your opinion that Freddy Got Fingered and Little Man are great, hilarious movies... hence them receiving low ratings.
