No, they are not fair. People only vote on movies they have seen. Therefore, a half decent movie from recently has more voters than a great movie from 20 years ago. It gets more positive votes, and thus a higher rating, despite the fact that it is not a better movie. That's why you see a crappy movie like 300 on pace to be in the top 100 of all time.

Yes, I think they are fair. It is all a matter of opinion. If a movie has a low rating, that doesn't necessarily mean that YOU won't like it. It just means the majority of people who rated it did not like it.
