parents pass genetic traits to their offspring such as musical ability, intelligence, strength etc. Are these traits fixed and immutable at time the parent was born or is the trait influenced by the parents life from time of birth to the time their child is born. For example, does a man who attends grade school, high school, college before fathering a child at age 22 pass along a slightly higher intelligence capability to his child than if he had been locked in a closet for 22 years? Does a woman who studies music for 22 years pass along a slightly higher music ability to her child than if she was never exposed to music? Does a man who does body building pass along a slightly greater stength trait than someone who has led a sedentary life?

I don't think we know - following your argument we should only allow "old" people to breed as the older you are the wiser you are

No, one's genetic traits are already pretty much predetermined in the sense that we absolutely cannot pass on desired traits. For example, abilities that you teach yourself during your life absolutely cannot be passed on to your children. It is not physically possible to alter your genes to create such a trait. You are born solely with the genes that you have and those are the only genes that are available to your children, who may not even receive certain genes. But, it is possible to inherit a gene but never have the properties of that gene be shown. For example, say you have red hair but your child is born with blonde. Your child may have the red hair gene then pass it on and your grandchildren could have red hair. There are many genes for which the determination for whether they get turned "on" or "off" is determined later than life, but you only have what you get and those genes are the only ones that you can pass onto your offspring.

That's a question that bothered people for years - unfortunately, "improving your genes" like that just isn't possible. You can improve your personal abilities, but your genotype (that determines the starting point and the amount of improvement for those abilities) is set as soon as the egg that develops into you is fertilized.
