Simple what you call sound is nothing more the air pressure that impacts your ear drums. So to make a sound first it has to be in the right medium, as in air or water, and second that wave of pressure has to hit a ear drum.

Now if something doesn't disrupt the air/water then it is not going to be making a sound. Or if it does disrupt the air, but it is so slight that your ear drum can't detect it you won't consider it a sound.

Anything that makes a sound in the space , it won't be heard on Earth because sound cannot travel through vacuum
