Create a game clan forum or something that the public will follow and be intersted in , it will need to have a strong following in order for the members to donate to the forum to keep it alive, its like paying for rent they don't want to be evicted they will donate to keep the forum administrator motivated. It will be hard but its worked for a few people I know, it wouldn't hurt if you actually liked the forums base topic either, always keep it updated and make monthly contests, keep things interesting with polls and new threads, afterall you want the user to visit your forum everyday.
Btw a free forum is only to start it you will have to invest afterwards if it grows, more money will follow.

these are the ways:
1.put pictures on yout forum: you can upload pics on picture hosting sites like this http://www.picfury.com. these will give money if somebody tries to see your picture . it is per click!
2. put download links- upload to your files to rapidshare.com or others. they will give link after uploaded. paste that link in this site. http://usercash.com. this will crate a new link from your old link. when somebody clicks you will earn.
3.put google and yahoo ads these will help you to earn per click and impressions
