The atoms of metals aren't packed as tightly as other atoms. There is some space in between them-making it easy for the electrons (the electricity) to move around them.

Copper for example, has many dislocated or free moving electrons (overall the metal carries no charge, as there are also positive ions). These electrons are free to move around within the metal and carry charge.
Some metals can conduct better than others, this is because the number of free moving electrons is higher.
Conductivity in metals is also affected by thickness of wire, length of wire, and temperature.

when current is passed through it valence electron come out and conduct electricity
