You could do companion planting for them; just make sure the soil is loose. You could also try this.
What you should do is build a raised planter box for the carrots and make a mix (60-40 to 70-30 mix of soil and sand) called loam. You could use wood, stone or even pre-cast concrete found in some gardening centers. Cinder blocks for that matter. As for the size? 3 ft x 6 ft x 18-24 inches high should do. Use potash for fertilizer(wood ashes) and add a small amount of lime (pulverized) to it. About a 1/4 cup for area size mentioned above. Lime will help keep the pH level neutral.
As you make this mix pull any rocks out larger than (make an okay circle with your hand) that big. If you have the time make it rock free. Line the bottom of it with larger rocks for fill. you only need about 10 inches of soil mix for growing. As your making you planter measure 10 inches down from the top down on all for side for guides.
Onions? Same kind of soil mix. Plant them along the edge of your garden and yes use manure. You can just lay down a small amount of manure on top after planting them. Best time for planting though is in the fall before the first frost.

I usually plant onions in soill manured from the previous season. I have surrounded carrots with onions a few times,carrot root fly have still managed to get a few,though it's impossible to say how many would have got through otherwise. Best to keep carrots on a raised bed,as the carrot fly can only fly around 6 inches off ground,

How about another answer to confuse you? Also, the shorter carrot varieties don't care so much about the soil.
ONIONS: Planting chamomile with onions improves their flavor. Other companions are savory, carrot, leek, beets, kohlrabi, strawberries, brassicas, dill, lettuce and tomatoes. Intercropping onions and leeks with your carrots confuses the carrot and onion flies! Onions planted with strawberries help the berries fight disease. Keep onions away from summer savory and peas.

onions prefer a muck type soil and carrots can also grow in that its like soil after a swamp is drained .but carrots will grow in sandy soil .you need to check the PH factor of he soil along with growing area. both soils should be loose and non resticting since they are both root crops .

They will both tolorate the same type of soil to some extent, but don't sow carrots on ground that has been freshly manuered.
