Are we talking a windows pc system?

You can hide the internet start up program or command and even put a password on it, or set the file attributes to hidden, but in either case you need to make sure you set the properties on the start up so that it does not start up automatically when a program makes a net request.

You can to that in the internet connections folder under the control panel.

You can also remove the password from your internet startup program and make sure you have the check box for remember password turned off.

There are other ways too, but these are some of the easiest.

A lot of broadband routers, if you have one, let you set time limits for internet usage, say from 9am to 9pm, so that the little darlings are not on it all night. consult the manual for your router, but most can be accessed by typing "192.168.0.1" into the web browser. Another way to restrict it is to set up a restricted account for them, and in ie goto internet options > settings > lan settings (or dial up - whichever you use) and tick the box about proxy server. Remember to password your own account though!
