More often my taskbar is freezing: when I click on a toolbar button on it doesn't respond, the left pane of the opened window from the Start button is black, the shortcut for my internet connection from Quick Launch changes and becomes unusable, sometimes there are no items in the customize notifications window. I fix these problems by ending and then restarting 'explorer.exe' from the Task Manager, but it works only for a short time.

You may have a bug or your registry may be messed up. Run anti-virus/spyware software and remove any malicious items. If that doesn't fix it, purchase (or utliize this if you already have it) Registry Mechanic to repair Windows' registry. The registry is basically the blue-print/outline/basis of Windows to work off of. Everything is indexed and stored there and registry corruption can prove fatal, so get it checked out.
