The only way to judge "greatness" is by the legacy remaining AFTER the empire dies. By this judgment, the greatest empires are as follows:

1. The Athenian Empire.
Western civilization begins in Athens. The Athenians gave the world Mathematics, Philosophy, Drama, Democracy, Art and Architecture. They laid the foundations for everything the west eventually became; and that makes them great.

2. The Roman Empire.
While not contributing to culture (everything they did culturally was merely derivative of the Athenians), they nevertheless excelled at government and organization. The development of nation-states -- how they are organized, developed, managed and maintained through law and order was the great achievement of the Romans.

3. The Chou Empire (China).
Eastern civilization develops from the Chou. This is the time of Confucious. This is the devlopment of art and science never before seen in the world. The Chou created a merit civil service to run the empire. The west would not achieve this breakthrough for more than 2000 years!!! They unified China, gave it peace, and laid the foundations for eastern philosophy and government that would endure more than 2 millenia.

4. British Empire.
The largest land empire in the history of the world; the British gave something far more important -- representative democracy. At one time, most of the world was colonized by Europeans. It is important to not that of these colonized peoples and places, the only nations on earth who have achieved stable democratic regimes are all former British colonies. The British gave the world a lust for liberty; and those ideals have generated peace and stability where they have taken root.

I read a chart that showed graffs in time order so you could really compare them and could kind of tell what was behind it. I wish I baught it but never did, so I hope I have most of it right and know I left some out.

i don't know if you want me to put them in order of my best at the top, but i will just say all the ones that i think are great.

some of these are not one group of people but they are still the same civilization. i think they are the greatest because they are pioneers of their ideology and everything in our world today comes from what they came up with. although some of them might be just extensions of another civilization that came before them e.g. Rome or Arabs, but they still managed to pioneer something which we could not do without.
in my opinion most empires are just copycats and they just expand because they think that makes them great, a good empires expand because its civilization is by far a head of every one else in the world and they spread knowledge and information of some kind. and that's what all of these empires had done.

i would have to say the mongols.....headed by Ghengis Khan...the guy conquered almost the whole known world then.
