That has never been revealed. All we know is that he can "see" something in the brain. What he does after he gets the brain is anyones guess.

My opinion is by cutting someone open he can see what makes them 'tick'. It means that if u refers to previous episode the professor tell that the anomaly in genetic genes makes heroes have their ability..

By cutting their brains makes he sees the anomaly that's he may figure out their powers. And i think he will outer his genetic to fit to the abilities..

this is how he know/ get their power.. it is to understand the mutation or anomaly of the heroes genetics.

I hate to say it but the how is never explained. He cuts out the person's brain but what happens then is a mystery. That is why they keep him alive. They want to find out how he does it. Does he eat the brain or part of the brain or what. If it were easy to take a person's power from him/her then Linderman would have been doing it for decades. It doesn't seem that he has been.

By cutting someone open he can see what makes them 'tick' (the whole watch repairman thing) I think that the death is just a side affect. He has to see their brains to find out what gives them their powers. They end up dying cause he cuts open their brain.

The only thing we know is that he kills his victims in order to get their powers.

We don't know if he somehow sucks it out of them, or "eats" the powers part of their brain, etc.

Like Lilly J said, he opens up their heads to see how they work. However, it is entirely possible that he's a sponge, like Peter....he simply needs to be close to a person to absorb their power. But you combine his apparant pyschosis with his natural talent for fixing clockwork, and you get someone who THINKS he needs to open them up.

I think it's because when someone with powers is dying he just absorbs them kinda like as if they are giving them up while he's killing them.
