A wrap dress will be extremely flattering on you because the tie at the waist will draw attention to the narrowest part of you. I would recomend a simple black dress (try the gap) and wear a pretty colored camisole under the dress. The pop of color will draw eyes to your face.
You can wear the dress during the day (with cute flats) or dressed up at night (with heels).

I've got curves, and it's kindof hard unless I know exactly what you are talking about, but something that works on absolutely any figure, and slims at least 10 pounds are GEOMETRIC patterns in bold, contrasting colors, like black and white. By geometric, I mean lines that don't go straight across or up and down, try shirts that have no real pattern, just a line somewhere on the shirt at an angle, and at least one part of the shirt black and one part white. Swimsuits are big in geometric patterns, if you need an idea, do a search for geometric patterned shirts or swimsuits and you'll see what I mean. Also, in shirts, seams are a big deal. If you get a nice dressy button up shirt, look for the seam that is around the chest area. If it doesn't have one, the shirt is just going to look big and bulky, but if there is a seam going directly to your breast, or a seam going in a curve from your breast down to the bottom of the shirt, they are really slimming, too. And in pants, the only thing I have found that works for me, is Old Navy Ultra Low Waist jeans. If you don't wear them, they may be uncomfortable at first, but if you're no bigger than a size 18, (and they have the pants in stretch, which is even better), then they are perfect and when you try them on you'll be completely shocked at what they do to your figure. Any pants with even a semi-high waist do terrible things to your waistline, it makes you look alot bigger. Whatever you do, though, try not to go any lower than the Old Navy ones, because they have some hideously low pants at other retailiers and those are for super skinny people only. Old Navy is the only place I have found that are just the right fit and look. One more thing, I'm also short, and even with jeans, any kind of heel, even if it's on a flip-flop, will lengthen your legs and make you look leaner AND your legs look great! Good Luck!! Personally I think a longer jacket is much more elegant. One that is not snug but is still soft and feminine. It would be perhaps mid thigh.
NEVER wear capri pants. Never. I saw that on What not to Wear and threw five pairs of capris into the Good WIll bag, Be very very cautious with prints. In fact, unless they are exceptional, avoid them as much as possible. Personally as a curvy woman I love the Indian Shalmar Kameez. This outfit can be tight, loose, baggy, but it is always flattering to any woman's shape.
We curvy women with short legs have a challenge. One of my daughters is a major fashionista with amazingly elegant taste. I think her first word at 2 was "accessorize'. She is only 5'2" and is delishiously curvacious. Not fat by any means, she has it all the way it should be. Scary to be mother of a girl that looks like that lol.
The other day I went in to see her at work. This is how she was dressed. She had on snug but not tight jeans of some overpriced brand. They were tucked into knee high soft tan leather boots. These were the ones with the moderate heel. They are also very soft and expensive. She also does this with cowboy boots and , well she is a boot freak. BUT here is how she pulls it off. And she does it with class.
Oh top she has some nice top that shows more cleavage than I, her mother am comfortable with. It is usually a nice shirt, not at all trashy. The thing that makes it work for her and make her tall looking are her hair and her over sweater. This not only lengthens her but keeps the exposing top from being out of place. She does work in the fashion industry. She does not dress like that in her medical job.
The oversweater is a very well cut knit, a very fine soft gray. Plain, no muss n fuss. It is all about the cut and drapeand hangs long and light to just above her knees. it is also about being blessed with thick black hair that defies description in thick and long. She had it up in a highish ponytail/messy bun thing that tumbles down her back and around her face. The make up is perfect.
Her trick is she does not have a lot of money for clothes. SO rather than buy a lot of junk, she saves and buys one or two good pieces a season and works with that. These pieces will last for a long time. Smart way to do it. She is every ince a girly girl. Simplicity of line. But always elegant. Let me find you some other nice ideas. Depends on how brave ya are woman!

if you wear jeans, try them with no pockets, sometimes they make your butt look bigger. long flowy skirts will make you look thicker. whatever your bottom piece be i would say get something thats close fitted but not extremely tight. If you wear a top that covers your shoulders but exposes your chest a little bit it will make your waist look smaller.

actually, type clothing will only accentuate your curves, not hide them! if you want to draw attention away from them, try tops with flow out starting from under the breastbone. also try kurta tops, or anything else that is NOT formfitting. but remember, you should be proud of your body and all of its features!
