my step-son is 12 and wears boxer shorts. His private parts are way too big for his age or any age. Would tighty whiteys help stop some of the growth?

Male or lady? Male - some adult males get little bumps around the bottom of their penises. those bumps are only clogged sebaceous glands. Sebaceous glands are linked with hair, and customarily they can get clogged which makes them look like a 'bump'. those are literally not a issue - they ought to not damage and shounldn't be too massive, they only make look a touch 'strange' on close inspection. women individuals/adult males - once you've shaved your pubic hair, you've razor burn that could look as bumps. In both project, the bumps are literally not a huge deal. Disclaimer... some STDs (HPV aka genital warts) may look like little bumps, besides the undeniable fact that it may be noticeably not likely/rather a lot no longer accessible that you'll get something like HPV without being sexually lively. i wish this enables.
