If your eyes do not require correction, you can get colored contacts without a prescription.
I would recommend DuraSoft Colors - they are excellent for dark eyes.
The length of wear of contacts depends on you, as there are now options available in the market today.
From what I know, daily wear which you throw away after a single use (the most expensive) is not an option in colored contacts as yet, but please check this fact out from an optical shop. I'm not even sure if weekly wear (the second most expensive), which you throw away after a week's wear is even an option for colored contacts; but I DO know that bi-monthly, which are disposed of after a 2-week wear; monthly wear; and, regular wear which would need to be replaced every six months or so, ARE options. Obviously, regular wear would be the most economical choice.
Your choice will also depend upon how often you plan to wear them.
BUT... a word of caution here... you do need to properly cleanse & take care of your contacts! These things go in your eyes, and thus you expose your eyes to all kinds of infections if you do not care for your contacts well - some of which could even damage your sight.
If you are going to be lazy about taking care of them, taking them out at night, cleaning them, storing them, then I would strongly recommend forgetting about this! Having contacts is work, and sometimes it's a pain to come home late at night when you just want to crawl into bed, and know you still have to take off & clean your lenses!
If you are going to be super good about taking care of your lenses, go for the most economical - the regular wear. And if you're going to be pretty good about taking care of your lenses, then spend the few extra bucks & go for the bi-monthly lenses - they could prevent you from ending up with a nasty eye disease!

contacts is the only way, but u won`t have a true dark blue shade. My friend got violet eye contacts over her med. bro eyes, it was hard to distinguish the difference. Up close u saw a slight color change, but not true violet. Im my opinion, not worth the effort. Perscription was obtained from eye doctor, the rest I do not know.

You can get some for free by visiting www.acuvue.com and get a free trial certificate.
If not, you can pay.. they have places where you get buy them cheaper... like 1800contacts.com and maybe they sell for like 30 bucks for each eye.
Just remember that you have to buy contact solution too to clean them and you need to change your lenses about 1-2 months or you can get an eye infection.
