Let me put it this way,

#1 rank Roger Federer has nearly twice the amount points (8210) than #2 rank Rafael Nadal (4420) in the the ATP men's ranking in the world. Hypothetically, Roger Federer can literally retire and not play tennis for 2 years, come back and still be rank #1 with Nadal winning every single tournament for him to catch up.

Currently, the greatest non-active tennis player is Pete Sampras, who holds 14 grand slam titles, the most ever in history.

To be the best tennis player, It should be someone who can play consistently good tennis in all different types of courts ( from the clay courts of french open to the grass of wimbledon to the hard courts elsewhere) against all opponents.

Going by that yardstick of consistency and superiority over contemporaries, Undoubtedly it should be the one who answers to the name of 'Roger Federer'

Since the time of his ascent to the Number#1 in the ATP rankings in february, 2004. he has kept his rankings intact.

on the mens side right now, for sure Roger Feder.. on the womens side, truly the 2 most complete players are Justine henin and Amelia Mauresmo, they got the best game on the womens tour. But i believe when the willam sisters are 100% healthy and put there soul to it, they can be the best..
