Why stars "twinkle" is because of the atmosphere. That is why the Hubble telescope is so clear, no air in space. Air does the same with the candle flame. No magic.
The evidence for astrology (of any type) is lacking. The belief structure is the most important making it more like a religion. If you claim it to be science then it can be tested to see if it works. Astrology has been tested and it fails. But astrology is a unsinkabe rubber duck. Real evidence does not really matter to the believers as they use what is called "confirmation bias"
Confirmation bias occurs when we selectively notice or focus upon evidence which tends to support the things we already believe or want to be true while ignoring that evidence which would serve to disconfirm those beliefs or ideas. Confirmation bias plays a stronger role when it comes to those beliefs which are based upon prejudice, faith, or tradition rather than on empirical evidence.
Confirmation bias is a godsend to astrology. The many different predictions of astrology, with its numerous aspects to consider, and the different possibly interpretations of the data mean it is child’s play to cherry pick predictions that match the actual characteristics of the person, and ignore those that don’t. No matter who the person is, there will be something in the horoscope that fits, and what doesn’t fit will be forgotten. Confirmation bias means the believers don’t even realize they have done this.

The wavelength of light and the refracting factors in the space between you and the light causes this. If you will notice a twinklinglight at night is a star. If it does not twinkle and travels just in twighlight, that is probably a satellite lit by the sun from below horizon. If it does not move relatively with the stars and it does not twinkle, its a nearby planet. For the horoscope, its up to you. I can even tell you which stars appear at night.

Twinkle twinkle little star...that is how the song goes. The candles' flame looks larger the closer it is to me and smaller the farther it is. I think perspective causes the difference and distance. Up close stars no longer twinkle, they are a bright light like the sun. We should believe in ourselves, but a horoscope can't hurt if its just for fun. Yay me.
