or if you were the passenger? would you wave back at them? or just look at them strangely?

Sure, why not? Nothin' wrong with being friendly. Every now and then I'll do that. Cause I know they'll look at me all crazy. LOL It's all good.

I would wave back, but only if I seen them wave..lol...sometimes I am busy driving or being distracted by my kids. I figure why not even if you do not know them , what is the harm they might have made a mistake and thought you were someone they knew. Mind you this might be the 1% that might turn around and follow you because they are complete lunatics. LOL
If I were a passenger , I would only wave back if I recognized them because the wave might have been meant for the driver of the vehicle.
I could also look at them strangely , just because I can be completely deranged myself , and sometimes I get a kick out of confusing or making people feel like they did something wrong.
I know , I know ! It is not nice ,but I said I have a sense of humor and it's very quirky , I never said I was nice...LOL
Honestly though it just depends on if I seen them wave and the mood I am in.

LOL! I'm *from* Nebraska! And tons of people wave. It's just being friendly -- and sometimes it's very important. If you get stranded or your car breaks down in the middle of nowhere, at least someone can say they saw you.

Sometimes, when you haven't seen another car on the road for 20 minutes, it's just so dang *nice* to see another sign of life! Why not wave? They wave back, and you're going in opposite directions, anyway. If you stick around in the Sandhills, the chances are good you're going to meet this person sometime anyway, so why not start a "wave relationship"?

Anyway, people who wave at strangers have their reasons. Maybe it's bad eyesight; maybe it's just loneliness. Why not wave back? It costs nothing.

Honey, I am from the South we wave all the time to each other and have no idea who we just waved at.

Depends on ime and place, but during the day, driving around the city, I'd wave back.

Middle of the night, driving across the flat nowhere of nebraska or Kansas or any other flat remote stretch, no, I wouldn't encourage them. I'd pretend I didn't see it.

usually here the wave is because its a gesture to thank the other driver for letting them pass or go though the road 1st(eg in a juntion).. if not i will pretend not to see.. coz people are not as frendly here

yes i would , it just a way of saying hello,,, i do it a lot, an it too a way to show you friendly, an down here in lousiana, we all friendly,,
