I read somewhere--and I'm going try to find it for a reference because I can't remember where--that it has to do with propagation of the species. We adults protect and take care of babies because they are so cute. It's a survival thing.

To make those every two hour newborn feedings, and the millions of dirty diapers and flying spit-up episodes bearable and even rewarding! Plus they are so soft and fresh and innocent - it makes them irresistible! Little miracles!
PS - Babies are NOT small people, not from a medical, emotional, neurological, developmental or physical sense. Not even close.
