Define "fully working". Some of them can play commercial games, although not all of them. Some of the games play at a decent speed, some don't. This would be one of the few occasion where I would recommend that you actually buy a DS and the game, because if you REALLY need to play the game, you are out of luck. Wait at least a year. It takes a long time to develop emulators. We are lucky enough to emulate the GBA so well, so early.

Im not a ds guy, but have you herd of psp hacking, wow their is so many things that can be done, the emulators for psp is old news and their is almost everyone for every system, except the newer ones, but try google'n some ds forums, forums is the best thing you can learn from, hope this helps
