That is the top administrative spot. Only the School Board has any power to remove a Superintendent.
As far as decision making on school operations, the Superintendent can make personnel decisions and all the school Principals in the district answer to the Superintendents office.
Often, the Superintendent will have an assistant Superintendent as well as Directors of Elementary Education and a Director of Secondary Education that implement the Superintendents policies district wide.

Usually the school board dictates to the superintendent, so I would say the School Board president is the head man.
