I read in a magazine something about fringing and it said that it is more cost effective to fringe without a fringing tool. What is fringing and how do I do it without a tool?

A fringing tool just makes a bunch of cuts in straight lines. It's much more crafty and cheap to cut with a rotary cutter and ruler, or draw lines and cut them with scizzors.

To which craft are you referring? You can put frind on a knit or crochet afghan, you can cut fringe into a fleece blanket, or a piece of paper, or you can sew fringe onto fabric... each requiring different tools...
