It comes from the ridiculous cliche "Pull yourself up by your own bootstraps". Be self-supporting. Take responsibility for your life and make something of yourself.

Untie your shoes, bend over and see if you can actually pull yourself off the ground.

Conservatives use this kind of logic when they justify cutting social welfare programs. While everyone should be responsible for themselves, we all need help at one time or another.

If you are even able to pull yourself up by your bootstraps, you'll probably just end up falling on your face. So in a sense, this phrase is a high-minded way of saying "@!!* you. I got mine. You get yours!"
