While you should absolutely be seen by a veterinarian as soon as possible, it is quite common for rats to have what's called chromedrachorea. Basically, it's just a red pigment from the eyes or nose. It usually looks like blood, but is just a stress pigment.

However, you should always seek the opinion of a professional who has seen the pet rather than that of a random person over the internet.

Bleeding how? Sometimes with rodents there's a red mucus around their nose and that's normal.

Or he/she may have scratched too hard at an itch and caused a sore.

Heavy bleeding from the nose in a rodent can be a sign of internal injury. Make sure no one has dropped your rat or anything. Talk calmly to le rat and try to locate the source of the blood. There isn't much else you can do.

If the rat becomes limp or cold take it to the vet.

If it is not bleeding now and he seems to be all right, I wouldn't worry about it. He may have scratched it or bumped it on something.
