It is still small similar to a palm tree but it has no branches or twigs it has long leaves that sprout out the top and flow over the tree... it grown more leaves out the top when the one layer is done growing... can someone please tell me what kind of plant this is????

If you take a small sample of the leaves to your local garden centre they will more than likely be able to identify it for you

or type tree identification into google

Sounds like a Travellers Palm.

if it is as you say small ( i guess in girth ) similar to a palm --- then i can only suggest it could be a banana tree --- but this would depend on where you live ( it requires warm humid conditions ) good luck .

Without seeing the tree it's difficult to know.

Try this take a picture of the tree and then take it to a garden center or better yet a nursery or tree farm.
