Focusing more on undergraduate, what is the best university in Canada?

My daughter swore by Carleton University, which she attended after having a difficult time at U. of Toronto. She graduated top of her class in her area of study (psychology) and went on to successful careers in law and counseling (she did well in law, but didn't like it as well as being involved in helping people, so went back to a field more closely related to psychology). She gives Carleton top marks both for their courses and for their approach to individual students.
