Memorial University in St. John's, Newfoundland has a significant international student population since it is the most affordable university in Canada. It offers both english + MBA.

I have no knowledge of what the cheapest Canadian university is that provides a MBA training (I assume your question means that you want to take an MBA, but also improve your English — not that ou want to take degrees in English literature plus an MBA).

What I can tell you is that, in general, Canadian univesities are cheaper than universities in the United States, but that in most provinces there are additional fees for out-of-country students.

One of the things that you should consider is that it costs more to live in some parts of the country than in others. So total costs will vary (tuitiion plus cost of living). If you consider total costs, then you are better off if you can earn an MBA from a university in one of the Atlantic Provinces (Newfoundland, Nova Scotia, New Brunswick — I don't know if the University of Prince Edward Island offers the M.B.A. yet; it didn't originally) or in Manitoba (U. of Manitoba or U. of Winnipeg if they give M.B.A.s) or Saskatchewan.

The following site provides links to all M.B.A. programs that are offered in Canada:
