In the US, a federal law was passed around 1990 called The Americans with Disabilities Act (ADA). This law made it a near requirement for businesses and schools to be wheelchair accessible, and it also went a long way to make things friendlier for the sight- and hearing-impaired. Things like captions on TV are at least partly the result of the ADA.

In general, passing the ADA made the US much more sensitive to the needs of people with disabilities. That is a good thing.
