It could possibly be a scam. Have you ever applied for participation in such events? Research very well if you are being tempted / lured to go for this. Till you are "completely satisfied", don't divulge your personal details, financial details - bank accounts or credit / debit card details or make any further reference of your friends and relatives.

Applying probably means registering for the drawing. Unless your country is one of those that are exempt from the lottery (like the Philippines, China, etc.), why not pursue the application. Below is a link to the US Department of State which will give you the FAQs and other pertinent information relating to the program.
