What should have been of greater concern to you is the recent 5-year drought in Western Colorado, since that is the source of LA's water. Southern California has been a desert for a very, very long time.

The LA region is a dry area by nature. The foliage in the local San Gabriel mountains below 5000 feet is mostly shrubs, brush and in general dry chaparral. The 10 Million residents of the LA/ Orange Co/ Riverside region live an illusion of watered landscape and big trees all dependent on sourcing water from hundreds of miles away.

If drier seasons continue, and water is scarce in the Pacific Western region, then LA will have to pay much more for the scarce resource. However, that assumes the sellers are willing to sell at all. Maybe such sources as the Colorado River, Mono Lake and the California Delta will all be prioritized to provide their local regions.

While I don't live there, it is a concern, but a greater concern would be the northern area of California. If there is not enough water from the north, then southern California will suffer even worse. South Cal depends on the aqueducts from the north.
