Is there a public train station in or near the Phoenix-metro area that can allow me to take a day trip to some of the smaller cities that exist in AZ?

No. The only Amtrak routes in Arizona is the "Southwest Chief" which enters at Needles, California, via Flagstaff and exiting into Gallup, New Mexico basically following the route of Interstate Highway 40, and the "Sunset Limited" which enters at Yuma, Arizona, via Tucson and exiting to Lordsburg, New Mexico basically following Interstate Highways 8 & 10. There is a couple excursion railroads, the best known one being the "Grand Canyon Railway that goes from Williams, Arizona to the south rim of the Grand Canyon National Park.

How about taking the Grand canyon train ride. I think it's still running.

I wish. I believe there was once amtrak here but it's now gone. Aside from the grand canyon railway, that's it.

nope unless you go up to northern az where you can take the grand canyon rail to the grand canyon
