A garter belt goes around the hips and holds up the garters. The garter itself goes around the thigh. You don't have to wear both, and most women don't--they usually just go for the garter.

a garter. but it isn't a garter belt because that is worn around your waist and holds up your thigh high hose. you are talking about a garter like the kind that women wear when they get married and the groom takes off and flings to the unmarried men.... that is just plain garter.

Nobody's mentioned that the garter usually seen at weddings and with costumes is a MAN'S garter, used to hold up shirt sleeves that have been pulled up! This is thrown to the groomsmen in the same way the bouquet is thrown to the bridesmaids.

It is a garter, not a garter belt. It was used to hold up stockings before the days of pantyhose. A garter belt is worn around waist and has clips that come down also to hold up stockings.

It's a garter belt. Through history it has been used to hold all sorts of things. Mostly panty hose, but also a gun or money. As well as personal effects. Now days it is used most traditionally in a wedding. Have a great day.
