According to code A-13T in the Code Book for Four-legged Animals. In case of a fight between a horse and a donkey Zebras are in deed allowed to referee the fight, however if the Zebra begins to take sides - all animals are required to postpone the fight until a Hippo or Elephant are present to determine a winner.
