The collective greed and egocentricity of a people gets them imagining that htey are somehow better than the people on the other side of the border. With short-sightedness they fail to notice that borders never last. There are 200 countries in the world today and nearly all of them have different borders from what they had just 100 years ago. Hardly a single one of them has been stable for even 200 years.

One of the most oft repeated quotes from the Bible which I think should form the basis of all human inter-dealings to make this world a better place to live in is:
"DO UNTO OTHERS AS YOU WOULD LIKE OTHERS TO DO UNTO YOU".
Applying this quote to your question will give you the answer for does not love for one's country translate into another's love for his own country. Just as you would like to live your own way within the confines of your border without any outside interference so also would others' like to do the same.
Unfortunately, as far as matters between India-Pakistan is concerned, due to a Perceived sense of wrong being done during partition in which both did not have a hand directly, the feeling between them has got translated into one of REVENGE which now forms the basis of all their dealings with each other. Here too the Bible Quote is apt as what can one do if both are bent on committing Suicide by their reciprocal acts of subversion against each other.

Why do 80% people stick to their land of birth?
It is spiritual in nature which is sensed only by the
higher psyche. In ancient times, all people worshipped
their land as their mother goddess. All lands were
named after their mother goddesses. One Hindu Sloka
says:

Janani janma bhumisca swargaadapi gareeyasi
(mother and mother land are greater than
heaven).

Think of the Eskimos who live in the harshest
conditions on earth. So many others are visiting them.
Don't they know that there are better places on earth
to live?
