Will the mulch become moldy or create a fungus that will be bad for plants and shrubs?

its better to let the mulch degrade into compost and work it into the soil first, but i suggest laying down landscape fabric before putting rock down. it makes it easier to move them out of the way if you have to do any work underneath them, and keeps them from getting lost in the dirt underneath.

I think if you put the rock over top of the mulch it might discolor the rock when it decomposes, especially if you are using white rock.

you can put the rock on top of the mulch. i do all the time it doesnt do anything bad for the other plants and does not discolor the rock.
